Security clearance for personnel and facilities, national security exemptions that restrict participation to particular suppliers, export control and end-use licensing, and offset or industrial participation obligations all determine who may bid. Deployed support adds its own requirements: contractors operating alongside deployed forces need defined status, insurance and medical arrangements, and the contract has to say what happens when the operation moves or the theatre closes.
