Buyers with operationally critical sites specify diverse routing and separate points of entry, which is a physical requirement a bidder must survey rather than assert.

The commercial shape is a term contract with installation and recurring charges separated, and the installation side carries most of the delivery risk. Wayleaves and access agreements with landowners, civil works to bring a duct to a building, and third-party network lead times sit largely outside the supplier's control, so tenders normally require a site-by-site delivery plan rather than a blanket lead time.
