Landing zones, migration and running a public estate on rented infrastructure

Cloud infrastructure procurement is usually about a migration rather than about a platform. The buyer has an estate of applications, some of which can move as they are, some of which need rebuilding, and some of which should be retired instead; the first genuine deliverable is normally an assessment that classifies them and produces a sequenced plan. Bids that propose a target architecture without that assessment are pricing an assumption, and buyers have learned to separate the assessment into its own phase.

The foundation is specified in more detail than the workloads. A landing zone -- account and subscription structure, network topology and connectivity back to existing sites, identity federation, logging, policy guardrails and cost allocation -- is what determines whether the estate stays governable as it grows, and it is where a supplier's engineering quality actually shows. Infrastructure defined as code, with the definitions owned by the buyer, is increasingly required precisely so the environment is reproducible without the supplier.

Operating the estate afterwards is a distinct service with its own terms. Patching and image currency, backup and tested recovery, monitoring and on-call response, capacity and cost optimisation, and security configuration management are specified with measures attached, and the split of duties between the buyer's teams and the supplier's has to be unambiguous because gaps in that split are where incidents happen. Resilience commitments should be read carefully: an availability figure for a single region is not a continuity plan, and the design that delivers one costs materially more than the design that does not.
