Shipbuilding, combat systems and the contracts that hold them together
Naval procurement separates the platform from the systems it carries, and the interface between them is where programmes succeed or fail. A shipbuilder delivers hull, propulsion and services; combat management, sensors, weapons and communications are frequently supplied by others and integrated into the design. Buyers therefore contract for integration explicitly, naming who owns the interface definitions and who is accountable when a system meets its own specification and still does not work in the ship.
Acceptance is staged over years and defined in the contract. Design reviews, first steel and keel milestones, launch, harbour acceptance trials alongside and sea acceptance trials at sea each carry criteria and payment, and classification society survey and naval authority certification run alongside. Setting to work and trials frequently reveal integration defects rather than build defects, which is why the warranty and defect rectification terms, and the availability of the vessel for rectification, are negotiated hard.
Support and industrial policy shape the field as much as capability does. Vessels serve for decades with planned mid-life upgrades, so spare provisioning, obsolescence management for electronics, technical documentation, crew training and simulators, and the data rights needed to let a third party refit the ship are all evaluated. Many states treat shipbuilding as strategic and attach domestic build content, technology transfer or local maintenance obligations to the award, and those obligations frequently determine the outcome as directly as the technical score.
This section describes how this category is bought generally, across the public buyers that publish it. The figures elsewhere on this page are measured for this market alone.
