Treatment plant is bought against a process guarantee: the supplier warrants that, given an inlet water quality within a stated envelope, the outlet will meet defined parameters at a defined throughput and within a stated consumption of energy and chemicals. That envelope is the most important number in the contract, because a plant fed water outside it is not in breach of anything. Bidders should scrutinise the inlet characterisation data and its seasonal variation before accepting a guarantee written against it.
Acceptance is by demonstrated performance over time, not by installation. Commissioning, process proving and a performance test period with continuous or frequent sampling by an accredited laboratory precede handover, and payment retention is normally tied to passing it. For drinking water, every material in contact with the flow must be approved for potable use and the plant must be disinfected and verified before it can supply. Residuals -- sludge, brine, spent media -- have to go somewhere, and the disposal route is a cost and a consent that belongs in the bid.
Operating cost usually decides whole-life value. Chemical dosing, energy for pumping and aeration, membrane or media replacement intervals, and the staffing the process requires can exceed the capital cost over the asset's life, which is why buyers increasingly evaluate on a whole-life basis and sometimes bundle operation with construction so the designer inherits the running cost. Instrumentation, telemetry and alarm handling are specified because a treatment process that cannot be monitored remotely is one that needs continuous attendance.
