Requirements typically cover codification and unique identification of every item, packaging and preservation standards for long storage or harsh transit, shelf-life management, and configuration control so that a part fitted matches the approved build standard of the platform. Counterfeit parts avoidance and traceability to an approved manufacturing source are explicit obligations, not assurances, and an inability to evidence provenance is a disqualifying finding rather than a corrective action.
Access to the competition is controlled before capability is assessed. Security clearance for personnel and facilities, national security exemptions that restrict participation to particular suppliers, export control and end-use licensing, and offset or industrial participation obligations all determine who may bid. Deployed support adds its own requirements: contractors operating alongside deployed forces need defined status, insurance and medical arrangements, and the contract has to say what happens when the operation moves or the theatre closes.
