Consumable supply is bought against a catalogue, and the evaluation problem is that nobody can price thousands of lines comparably. Buyers solve it with a representative basket: a list of the items they actually consume in their actual proportions, priced by every bidder, with the rest of the catalogue offered at a stated discount off a published list. The basket is therefore the competition, and a bidder who prices it sharply while discounting the remainder thinly is bidding a strategy rather than a price.
Buyers have learned to defend against that, and the defences are worth knowing. Contracts fix basket prices for a defined period, cap increases by reference to a published index, require price changes to be notified and justified, and reserve the right to benchmark against the open market during the term. Substitution rules matter too: when a catalogue item is discontinued, the replacement must be equivalent or better at no greater price, or the discount mechanism becomes an escape hatch.
Service terms decide whether the contract works day to day. Next-day delivery to desk rather than to a loading bay, order consolidation to reduce packaging and journeys, minimum order values, free-issue thresholds, returns handling, and an ordering portal that enforces the buyer's own approval rules and contract catalogue are all priced obligations. Environmental criteria -- recycled content, packaging reduction, take-back of cartridges and consolidated delivery schedules -- are commonly scored, and are one of the few levers left in a category where margins are thin and price differences between serious bidders are small.
