The commercial structure is usually a framework at agreed unit prices with call-offs against forecast rather than firm volume, because demand depends on disease patterns and programme funding. That places emphasis on lead times, on the supplier's obligation to hold or replenish stock, and on what happens in a shortage -- allocation, substitution and notification terms are increasingly explicit. Recall capability is tested rather than assumed: buyers ask how quickly a batch can be traced and withdrawn from every facility it reached.
