Water supply projects are engineering contracts governed by a public health standard. Drinking water quality parameters are set by regulation, sampled continuously and enforced, so every material in contact with water must be approved for that use, every process must demonstrate the removal or inactivation it claims, and commissioning includes disinfection and a period of verified sampling before the asset can serve customers. A treatment works that is built correctly and cannot evidence compliance is not finished.

Distribution work is a different discipline from treatment and is often let separately: mains laying and rehabilitation, pumping stations, reservoirs, pressure management and metering. Much of it happens in streets under permits from a highway authority, with reinstatement to a specified standard and a guarantee period afterwards, so the cost of working in the road is a large part of the price. Leakage reduction contracts in particular are frequently let on outcome terms -- a measured reduction achieved -- rather than on lengths of pipe replaced.

The delivery model is increasingly bundled. Design-build-operate and similar arrangements ask one supplier to design, construct and then run the asset for years, on the reasoning that an operator who inherits its own design has a strong incentive to design something operable. That changes qualification: bidders need an operating record and an ability to price energy, chemicals and sludge disposal over a long term, not only construction capability. Where the scheme serves an unserved or intermittently served population, social and resettlement safeguards and community engagement obligations are usually conditions of the funding and not only of the contract.
