Mail and courier work is priced by the shape of the traffic rather than by a single rate. Volume, item weight and dimensions, the split between urban and rural destinations, the required delivery speed and whether proof of delivery is needed each move the price independently, so tenders ask for rate cards against a profile of the buyer's actual traffic. A bidder quoting an average rate without that profile is guessing, and buyers who do not supply the profile receive prices padded against the guess.
The largest savings in bulk mail sit upstream of the delivery. Address cleansing against an official address file, presorting, barcoding to the carrier's specification, consolidation across departments and format optimisation all attract discounts, and suppliers compete substantially on how much of that they do and how much of the resulting saving is passed back. For hybrid services, where the buyer sends a file and the supplier prints, encloses and posts, data security and integrity controls matter as much as the postage rate.
Service obligations concentrate on what happens when an item does not arrive. Contracts define delivery standards as a percentage achieved within a stated number of working days, measured independently where possible, with tracking and signature capture for items that need it and a defined process and compensation limit for loss. Secure and legal documents, items containing personal data, and anything with a statutory deadline attract stricter handling, and the liability cap for a lost item is almost always far below its consequential value, which is why the buyer's own controls remain part of the arrangement.
