Refurbishment carries a risk new construction does not: nobody knows exactly what is behind the wall. Tender documents in this category are built around that uncertainty. That produces phased possession, temporary decant space, out-of-hours and weekend working, dust and noise limits, fire and escape route management around a live population, and separate security vetting for operatives. Heritage or listed status adds consents, specified materials and specialist trades on top. Bidders who price the work and not the phasing are the ones who claim for disruption later.
