Each route produces a different competition: bundling favours large national suppliers and promises coordination savings, while separate lots keep specialists in the market and keep the management burden with the buyer.
The integrator model deserves particular scrutiny because the value it adds is management rather than delivery. Tenders should establish what the integrator is paid -- a fee, a margin on subcontracted work, or both -- whether supply chain prices are open to the buyer, and how subcontractors are selected and paid. Where those questions are left vague, the arrangement can add a layer of cost while transferring little risk, which is the failure mode this model is criticised for.
Whatever the packaging, performance is managed through the asset data. Contracts specify a computer-aided facilities management system, an asset register with condition and remaining life, statutory compliance certificates by asset, and the obligation to keep all of it current and to hand it over at the end. That data is the buyer's real protection: it is what makes the next competition possible, and a contract that ends with the information locked in a departing supplier's system has to be re-tendered blind.
