Clothing contracts are decided on evidence about fabric and on the ability to distribute, and rarely on design. Buyers specify textiles by composition and by tested performance -- tensile and tear strength, colour fastness to washing and light, dimensional stability after repeated industrial laundering, pilling and abrasion resistance -- and require test reports from accredited laboratories against the garment offered. For protective clothing the requirement hardens into certification: flame resistance, high-visibility class, chemical or electric arc protection are conformity-assessed categories where an uncertified garment is simply inadmissible.
Fit is a procurement problem rather than a tailoring one. A public workforce spans a wide size range and increasingly requires garments cut for different body shapes, so tenders specify a size chart, a wearer trial with real staff, and an obligation to supply made-to-measure outside the standard range at a controlled price. Wearer trials often change the ranking: a garment that passes every laboratory test and is uncomfortable over a shift will be rejected by the people who have to wear it, and buyers know it.
